L’Afrique est en mal avec les régimes imposés !

La Ligue Djiboutienne des Droits Humains (LDDH) vous transmets les trois articles de l’arrêté N° 2008-0513/PR/MJAP (Présidence de la République/Ministère de la Justice et des Affaires Pénitentiaires), portant nomination des membres de la Commission Nationale des Droits de l’Homme.

Article 1er

Sont nommés membres du Bureau Exécutif de la Commission Nationale des Droits de l’Homme les personnes dont les noms suivent :
1. Président : M. ALI MOHAMED ABDOU
2. Vice-Président :
3. Mme DEGMO MOHAMED ISSACK

Article 2
Le Secrétaire de la Commission est assuré par un Secrétaire Général : M. DJIBRIL OSMAN HOUFFANEH.

Article 3
Le présent arrêté prend effet à compter du 14 août 2008.

Toutefois, ce JO n° 15 du 14 août 2008 n’a été mis en vente par l’imprimerie Nationale que jeudi dernier, un retard parfois classique ou technique.

Ces nominations montrent à quel point le Ministère chargé des Droits de l’Homme se moque du monde :

En effet, le Président de cette Commission est en même temps Conseiller Technique du Ministre de la Justice et des Affaires Pénitentiaires, il est aussi un homme politique influent auprès des membres du Comité Central du FRUD parti de la mouvance présidentielle;

La Vice présidente est députée membre du Comité Centrale du RPP Parti politique présidé par Ismaël Omar Guelleh et Secrétaire Générale de l’Association « maison » de l’UNFD (Union nationale de la Femme Djiboutienne) ;

Quant au Secrétaire, les Syndicalistes le connaissent très bien, lorsqu’il était au Ministère du Travail avec l’actuel Ministre de la Justice. Il aurait d’ailleurs suivi son Ministre au Cabinet du ministère de la Justice.

C’est dans ce cadre, qu’il est intéressant de suivre l’évolution comparée au Burundi qui est présentée dans ce communiqué du Réseau de l’EHAHRD en anglais, ci-après.

GENEVA: EHAHRD-Net welcomes the renewal of the mandate of the Independent Expert
on the situation of human rights in Burundi at the UN Human Rights Council today

The UN Human Rights Council today agreed to renew the mandate of the Independent Expert on the situation of human rights in Burundi until an independent national human rights commission has been established in the country.

This decision came after several days of uncertainties and speculations as to the future of the mandate. Nevertheless, the final resolution revealed an increasing trend within the Council aimed at weakening the Special Procedures on country-specific situations, seen notably by the termination of the mandate of the Expert on the Democratic Republic of Congo in March this year.

During the Council’s interactive dialogue yesterday the East and Horn of Africa Human Rights Defenders Network (EHAHRD-Net) along with its Burundian partners had in fact called on the Burundian authorities and Council members to renew the mandate of the Independent Expert.

In its joint-statement to the Council, EHAHRD-Net highlighted the important role which the Independent Expert has played and can continue to play in the promotion and protection of human rights defenders in Burundi notably by encouraging the establishment of the necessary institutional framework.

EHAHRD-Net also sought to highlight that the mandate was of particular importance given the current deteriorating situation facing human rights defenders; notably, increasing cases of threats, harassment, arrests and trials of defenders as well as increasing violations of freedoms of associations and expression against members of the political opposition, in particular, but also against defenders.

“The renewal is of vital importance for Burundi and for Burundian human rights defenders facing increasing challenges within their country. Nevertheless, we hope that the space accorded by the continuation of this mandate will be used to strengthen the whole UN Human Rights Framework and will not represent a victory for the States that are seeking to bring an end to the mandates of Special Procedures on country-specific situations” stated Mr Hassan Shire Sheikh, Chairperson of EHAHRD-Net.
