Réunion à Bruxelles du Groupe international de contact sur la Somalie

Le Groupe international de contact sur la Somalie, réuni samedi à Bruxelles, a examiné les moyens d’aider le nouveau gouvernement somalien à apporter la stabilité au pays.

Dans un communiqué remis samedi à la presse à Bruxelles, la Commission européenne indique que les participants ont examiné la situation sécuritaire dans le pays et analysé les moyens d’aider les autorités somaliennes à pratiquer une meilleure gouvernance afin d’améliorer les conditions de vie du peuple somalien.

Convoquée à la demande de M. Ahmed Ould Abdallah, représentant spécial du Secrétaire général de l’ONU pour la Somalie, la réunion a connu la participation des déléguiés de l’ONU, l’UE, l’Union africaine (UA), la Ligue arabe, ainsi que des acteurs politiques somaliens.

Le Groupe international de contact sur la Somalie a été créé en soutien au processus de paix initié à Djibouti.

Somalie: un groupe islamiste rejette l’idée d’un cessez-le-feu

Un groupe islamiste radical somalien a rejeté dimanche le principe d’un cessez-le-feu, défendu par une médiation de leaders musulmans, avec le nouveau gouvernement.

« Les informations concernant un plan de cessez-le-feu entre notre groupe et le gouvernement sont sans fondement. Nous attaquerons l’ennemi et ses laquais chaque fois que nous le déciderons », a déclaré à l’AFP le porte-parole du parti Hizb al-Islamiya, Muse Abdi Arale.

Mardi, des miliciens lourdement armés fidèles à ce « parti islamique », un des deux principaux groupes opposés au gouvernement dans la capitale, avaient attaqué les forces pro-gouvernementales dans le sud de la capitale somalienne, entraînant de violents combats.

Ces combats, déclenchés au lendemain de l’installation à Mogadiscio du nouveau président somalien Sharif Cheikh Ahmed, avaient fait 23 morts et 90 blessés.

Le président a fait un nouveau geste samedi en direction des insurgés en annonçant avoir « accepté » le principe d’un « cessez-le-feu » et de l’application de la loi islamique (charia) au terme d’entretiens avec une délégation de six dirigeants religieux d’Arabie Saoudite, du Qatar, du Koweït et du Soudan, appuyée par des chefs coutumiers somaliens.

Le porte-parole du Hizb al-Islamiya a confirmé à l’AFP que son parti avait eu des discussions avec les chefs coutumiers mais que celles-ci ne portaient que sur un plan visant à déplacer leurs miliciens sur le terrain pour les éloigner d’axes routiers vitaux pour la capitale.

Le retrait fin janvier de l’armée éthiopienne, alliée au gouvernement somalien, était la principale demande de l’opposition islamiste et notamment de Sharif Cheikh Ahmed.

Mais l’aile radicale de l’opposition a juré de poursuivre son combat jusqu’au départ de toutes les troupes étrangères du pays, en référence aux 3.400 soldats de la force de paix de l’Union africaine en Somalie (Amisom). Les insurgés réclament aussi régulièrement l’introduction de la charia.

La Somalie, pays pauvre de la Corne de l’Afrique, est le théâtre d’une guerre civile depuis 1991.

Le Président du parlement somalien accueille favorablement la demande des religieux qui souhaitent l’application de la charia. // Somali deputy speaker welcomes the clerics’ demand

Osman Elmi Boqorre, the deputy speaker of the Somali government has welcomed the Somali clerics’ demand on Sunday about the parliament for approving the Sharia law.

Mr. Boqorre who is in the Somali capital Mogadishu said that the legislatures welcomed greatly for the call and demand of the Somali clerics about implementing the Sharia law and he called for the legislatures to take and accept the suggestion of the religious clerics.

The deputy speaker urged the other Somali people who are fighting and want to rule the country with a Sharia law to stop the fighting asking them to give the government chance to carry on its duties.

On the hand the deputy speaker Mr. Boqorre said that there is no discussion or consultation between the Somali parliament at the current.

“There is no any consultation among the parliament even our trucks have been halted by the government soldiers when we landed in Mogadishu airport and heading to the government centre in the capital,”

The statement of the deputy speaker of the Somali parlaiment comes as most of the government members relocated to the Somali capital Mogadishu.

Le nouveau Président somalien a déclaré qu’il voulait récolter des contributions pour venir en aide aux plus démunis. // President Sharif says that his government plans collecting contribution for Somalis

The president of the Somali government Sheik Sharif Sheik Ahmed has said on Sunday that his government wants to collect contribution for the feeble and displaced people of Somalia.

Mr. Sharif said in a press conference held in Mogadishu that the government prepared contribution and planning to start giving aid to the Somali people that affected the conflicts erupted in the country and he called for all the parties of the Somalis like the businessmen and the Somali communities in abroad to take part helping their people.

He said that it is very important for the Somali society to give support to the Somali population who live in a critical condition as soon as possible and return the displaced ones back to their houses.

“There are many Somali people who fled from the Somali capital Mogadishu as the fighting continued in the capital. Really those people need urgent help from the Somali people and return to their houses so I am calling for all the Somali people to stand helping their people,” president Sharif said.

The statement of the Somali president Sheik Sharif Sheik Ahmed about the contribution is a great and important step for thousands of Somalis who fled from their homes and it comes as many Somali people are in a very difficult situation but it is not known when the government will begin its plan for helping its people.

Hawiye Traditional Elders said Sunday Hizbal Islam Islamist group agreed with them to take their fighters out from the fighting areas where they have been fighting with government forces and AU troops supporting the government.

The chairman of Hawiye traditional elders, Mohamed Hassan Haad, said they were organizing peace rallies to celebrate for the peace and demonstrators will march through the streets where the insurgents and the government troops have been fighting.

At least 50 people were killed last week in the bloodiest clashes since the president, a moderate Islamist, was elected.

African Union peacekeepers, who are constantly under attack from Islamist insurgents, are the only foreign troops left in the country after Ethiopian soldiers pulled out last month.

The spokesman of Hizbul Islam group Muse Abdi Arrale said they would take out their fighters from the fighting areas to allow the civilians to return to their homes.
