Somalie : des dignitaires musulmans rejettent l’appel de Ben Laden

Un groupe influent de dignitaires musulmans somaliens a rejeté vendredi l’appel lancé la veille par le chef d’al-Qaïda Oussama ben Laden, qui a dénoncé le président somalien nouvellement élu, et exhorté les combattants extrémistes somaliens à le renverser.

Dans un message diffusé jeudi sur Internet, Ben Laden invective le nouveau président Sheik Sharif Sheik Ahmed, islamiste modéré élu par les députés le 31 janvier, considérant que son élection a été « provoquée par l’envoyé américain au Kenya », une référence à l’ambassadeur américain à Nairobi.

« Nous condamnons clairement la déclaration de Sheik Oussama (ben Laden). Il est injuste qu’il ignore le rôle des oulema (théologiens de l’islam, NDLR) », a déclaré Sheik Ahmed Salad, chef du Conseil de la correction et de la réconciliation, à l’Associated Press.

« Nous, en tant qu’oulema, sommes les yeux et les oreilles de la population somalienne toute entière et nous soulignons que nous sommes fatigués des guerres et de la violence. Nous voulons et soutenons le gouvernement dirigé par (le président) Sheik Sharif Sheik Ahmed », a-t-il ajouté. « Ce pays appartient aux Somaliens, qui sont 100% musulmans. (…) Notre intérêt est dans la loi et l’ordre ».

Le Conseil de la correction et de la réconciliation est un groupe religieux influent en Somalie, qui n’est allié avec aucune milice islamique.

A group of influential Somali Islamic clerics has rejected Osama bin Laden’s call to Somalis to overthrow the country’s new president, the group’s leader said on Friday.

Bin Laden issued a statement Thursday that outlined al-Qaida’s ambitions in Somalia, which the United States has long feared to be a haven for the terror network. In the audiotape, bin Laden called Somali President Sheik Sharif Sheik Ahmed a turncoat and tool of the United States.

U.S. counterterrorism officials have warned of al-Qaida’s growing ties with Somalia’s powerful al-Shabab militants, who frequently battle government troops and attack African Union peacekeepers in the country. Last year, the U.S. State Department added al-Shabab, which means « the Youth, » to its list of foreign terrorist organizations.

Somalia has been torn apart by warlords and Islamic militant groups for nearly two decades. In January, parliament elected Ahmed, a moderate Islamist, in hopes that he would unify the country’s factions.

Somalis are tired of war and want law and order, said Sheik Bashir Ahmed Salad, leader of the Council of Correction and Reconciliation.

« We clearly condemn Sheik Osama’s statement. It was unfair that he (Osama bin Laden) ignored the role of the ulema (clerics), » Salad told The Associated Press.

« We as ‘ulema’ (clerics) are the eyes and ears of the entire Somali population and we emphasize that we are tired of wars and violence. We want and support the government led by (President) Sheik Sharif (Sheik Ahmed), » Salad said.

« This country belongs to Somalis, who are 100 percent Muslims. … Our interest is law and order. »

The Council of Correction and Reconciliation is an influential group of Islamic clerics that is not allied to any Islamic militia. It has in recent months been mediating among the rival Islamic groups to get them to stop fighting each other as the ensuing violence puts civilians in more danger.

Most Somalis are moderate and chafe against rules prohibiting music, sports and even chewing qat, a narcotic leaf popular in Somalia.

The United Nations and Washington have welcomed Ahmed’s election as president. His predecessor, Abdullahi Yusuf, resigned in December over his failure to stop the Islamic insurgency and went into exile.

Ahmed is from the Islamist opposition and has succeeded in drawing several other groups out of the insurgency. The aim is to isolate Somalia’s hard-line militants, particularly al-Shabab, which controls large chunks of the country and has been blamed for imposing a harsh brand of Islam on the regions it controls.

Somalia’s president Sheik Sharif Sheik Ahmed spoke to the phone with the president of Yemen Ali Abdullah Saleh on Thursday, Saba News Agency reported on Friday.

The two leaders talked about the security situation of Somalia and how it can be solved.

President Sheik Sharif thanked his counterpart for the efforts of taking part the peace process in Somalia.

President Saleh said he supported the unity of Somalia and restoring peace and order in the country.

Somalie: Deux cheikhs décapités

Les insurgés islamistes somaliens d’Al Shabaab ont décapité deux cheikhs d’un mouvement islamiste rival, a déclaré vendredi un porte-parole du groupe Ahlu Sunna Waljamaca.

Les meurtres se sont produits jeudi, jour de la diffusion d’un message audio d’Oussama ben Laden appelant au renversement du nouveau président somalien, cheikh Charif Ahmed. Al Shabaab, que Washington accuse d’entretenir des liens étroits avec Al Qaïda, se bat avec le mouvement Alhu Sunna Waljamaca pour le contrôle des régions centrales du pays.

Des représentants officiels du gouvernement somalien annoncent qu’ils vont attaquer les villes de Bay et de Bakol, tenues par les milices AL Shebaab, pour en reprendre le contrôle. //Government officials say they will attack Bay and Bakol regions

The government officials in El Barde have threatened that they will attack recapture towns in Bay and Bakol regions from the Islamist insurgents of al-Shabab, official told Shabelle radio on Friday.

Aden Mohamed Nor known as ( Saransor), a government member in El Barde told Shabelle radio that they are ready to attack Rabdhure, Wajid and Hudur towns in the regions where the Islamic organization of al-Shabab controls.

Mr. Saransor said that they prepared more militias from Bay, Bakol and Lower Shabelle region and added that they are ready to launch attacks against the Islamist insurgent forces of al-Shabab in the regions.

Asked about whether Ethiopian troops supporting them, he denied saying more on that and also yesterday’s meeting with the Ethiopian troops in El Barde in Bakol region.

The statement of the government officials in El Barde comes as the traditional elders and scholars of Bay and Bakol regions called for the warring sides earlier to halt fighting as soon as possible to remain the displacing people in their houses.

Somalie : Instauration de la loi islamique

Le gouvernement a décidé l’instauration de la Charia, la loi islamique.

La décision, qui doit être approuvée par le Parlement, vise à enlever au mouvement Chabab (Jeunesse) un des principaux arguments de leur opposition.

Selon le ministre de l’Information, Farhan Ali Mohamud, la Charia serait ensuite inscrite dans la Constitution.

Le président cheikh Charif Ahmed, un islamiste modéré, souhaite engager un dialogue direct avec ses rivaux, notamment avec les dirigeants d’Al Chabaab.
