This automatically leads:

1. Education Nationale

  • A grossly inadequate number of classroom teachers who every year is growing more and more.
  • A large number of disgruntled teachers who leave the country for exile ( France, USA, Canada, Belgium).
  • A quality education national decline and seriously jeopardizes the future of the country.

A considerable number of students each year, one way or another are taken out of school, college or high school because the infrastructure is inadequate to accommodate the same time students of the year and of course the following year.

2. For Work

  • The existence of any policy and any general plan and rationale for providing the labor force.
  • The existence of an unimaginable rate of unemployment of over 70% of the workforce each year and, again, is growing over the last the life of thousands of schoolchildren, schoolboys and students.
  • The abuse of employees by employers, knowing that protected, do not even bother to pretend to respect the laws and labor regulations.
  • The increase of corruption and "slavery" in the department where the nationals of the nomenklatura are fortunate to obtain work.
  • Others when they have to accept what is (if still here and we doubt it), whatever their specialization and their level of study.

3. For National Health

  • The health situation of the most devastating because it is completely corrupt and disorganized.
  • Officials demobilized by the harmful practices of personal enrichment of their leaders and policy makers that sell personal capacity the few drugs and materials received in international aid.
  • Insufficient and inadequate health facilities for all people who no longer has the means to heal in private.
  • Significant decrease of life expectancy of Djibouti with the impossibility of finding ways to protect and care for themselves against all sorts of opportunistic diseases (AIDS, STDs, tuberculosis, cardiovascular diseases …)

Indeed today some ways Djibouti (10%) seek treatment in Ethiopia (Dire-Dawa and Addis Ababa), other fortune (5%) will go to get medical treatment in Saudi Arabia, The UAE (Dubai ) or Europe (France, Belgium, Germany, USA, England …) and the remaining majority (85%) of Djibouti live somehow with the system "D" to survive.

To conclude on this aspect of things serious, he should know that while most people are daily faced with these challenges leaders and their clients live well, very well.

There is no doubt for us that such a situation can not only continue but was mostly not allowed to take the understanding that, currently existing national resources are able, if a policy of socio-economic just is implemented to satisfy all the needs of the population. But we doubt that much because we see that since the takeover by IOG, the situation is getting worse every day a little more.

IV. Analysis on Regional Policy

The Republic of Djibouti, after gaining its independence in 1977, is committed, like other sovereign states of the world, to embrace the ideas contained in the major international conventions and compliance with bilateral and multilateral she spent with some of these statements.

Having thus been considered, from there, as a state underground, full member of the UN, OAU, Igaad and many other major international organizations, and it was his duty to ensure , first, to respect and safeguard the sovereignty of other states and particularly those of neighboring countries with which it shares not only borders but also with whom she should maintain good neighborly relations of borrowings climate of peace and trust.

Unfortunately, however, a brief observation of the reality of the Djiboutian diplomacy current, immediately highlighted the hypocrisy, duplicity and interventionism that characterized the mercantilist concept of inter-state plan that runs this country.

Indeed, the regime headed by an absolute master IOG, retains and conventions, international agreements already signed and ratified on behalf of the nation Djiboutian that the points of law that suits which coincide with its interests.

This means that it retains only what contributes to helping to continue to apply its design tyrannical governance of a country and a people. That is all that will promote the enrichment of its leaders and, what is its willingness to participate megalomaniac who follows his desire to play at all costs a leading role in the region.

This way of being diplomatic Djiboutian government that many international observers have already noted is aggravated by the ambition of the individual whose decisions and actions on this plane, inevitably lead to interventionism illegal direct or indirect, in the internal affairs of countries in the region.

The negative attitude of this man, who uses the resources and prerogatives of a state, and popular beliefs, cultural and religious backgrounds of different communities in the region to promote his concept illogical and unreasonable to the regional reality, not only participates to maintain the chaotic state which is reflected in our sub-region.

But also creates and creates antagonisms between the different communities in one country or part to draw a population against its democratically elected leaders.

Generally, for him the latter case applies when the leaders of these countries do not meet his expectations and refuse their commitments or decisions, of being manipulated to share its design and direction of regional policy. This way of being the policy of this character out clearly the ordinary course of interstate relations, it seems important to understand, before further analysis, the reasons behind such pronouncements which erode regional balance.

After review and while remaining on a global level, it seems timely and appropriate to note that this behavior Qualifiable of harmful and dangerous to the entire Horn of Africa and more particularly Djibouti, must have a dual motivation from its instigator. These two motivations can be formulated as follows:

1) The certainty and the Djiboutian leader will be or do anything to become the sole and inescapable Somali Authority, empowered to express and resolve the current problems of this community.

Belonging to the latter and the high opinion he has of himself to push themselves as the only valid interlocutor to deal with the way the hopes and the difficulties that community, as everyone knows, is scattered in four (4) countries of the subregion.

So to reconcile the scattered over several countries and will be the backbone of the will of all Somalis, IOG must not only ignore the reality of existing state borders, but also do everything to endorse his views, to design the various leaders and strongmen Somalis already on the ground and when it is impossible to ensure to switch off or liquidate pure and simple.

This approach can be seen in his handling of the crisis of the former Somali Republic. Since the beginning of the crisis in that country, he demonstrated a desire for a more pathological than willing, at all costs, avoid men, important in resolving this crisis as Mr. Husayn Aideed , General Morgan and Mr. President Abdillahi Yusuf he called lords and war criminals.

That said, this point is a question that would benefit our readers to ask and which could, again, be formulated as follows:

Why I.O.G. would be the backbone of the will of all Somalis regardless of their country? … and especially to deal with any threat? … What good wins t.il? …

Regarding this analysis, there is no doubt that all the maneuvers of this man on this aspect, refer only to Ethiopia and its regional interests.

How else to explain qu’IOG, leaving the historic and special relationship with that country, has been working to find allies on the side of Arab extremists and corrupt (example: Bassist regime of former dictator Saddam Hussein whose It was a big supporter) and radical Islam in general.

2) A historic and religious (false in our view), qu’IOG represents or uses and combines his personal ambitions at the regional level to an expansionist interests of certain Arab Islamists.

The latter, following and enforcing the letter of the philosophical and religious principles of Wahhabism and Islamist movements like tablik philosophies and other fundamentalist Saudi Arabia and Pakistan, advocating an Islamic war clean and hard, see the sub-region Horn of Africa as a zone of preferential expansion of backward design and aggressive Islam.

In fact, one such association, lucrative and beneficial for both parties is the most logical thing especially taking into account the lure and attractiveness of the gain that characterizes so deeply the personality of the Djiboutian leader. One consequence of this association is that we have seen develop over time and years to install more and more important ideas and principles of fundamentalist Islam in Djibouti whereas before this country was characterized by a traditional and tolerant Islam.

This state of affairs has not been smooth and without opposition from traditional religious authorities who have attempted to counter these new Islamic doctrines.

But that was hardly lost, as these new philosophies and religious scholars who represented them were fully supported and promoted by IOG that although only Chief of Staff at that time did not represent less absolute power of the state.

And this organization is still relevant because it continues with just a few adjustments to make it less obvious to the regional and international opinion. That is why supporters and propagators of these religious fundamentalist philosophies now directed to the Director of the Office of IOG Mr. Ismail Tani and sometimes some of his intimates as Mr. Hachi Abdillahi (Hachi the big mouth) for the promotion and performance of their projects both in Djibouti, Somalia or elsewhere in the region.

In fact this region is the point of contact between different religions is viewed by fundamentalists and other Muslim fundamentalists in their war against the USA in particular, as an area conducive to not only carry out some of their operations but also to make preparations attached to them while having on-site logistics, protection and discretion necessary to IOG.

In conclusion to this entry in this chapter, we can already see that whatever the motivations, interests and desires expressed through the interference and the questioning of the regional balance, it is clear and proves that not only the regional political system of Djibouti to take an important role but also participates actively in ways that really have nothing to do with the normal principles of interstate diplomacy.

From there and to provide our readers with "Friends" can get a deeper understanding on the regional reality that affects us all very closely, we propose to perform a more localized and more detail on communities, countries and organizations concerned by this situation.
