Open letter concerning unpunished crimes of genocide in the area of Awdal ( February 1991 in Somaliland) about Ethiopians citizens ordered by Djiboutian President Ismael Omar Guelleh
On this August 11h, 2004 Afar Committee for the Justice off the Crimes Unpunished condemned the complete absence of any measurement of investigation near the Ethiopian Ministry for Justice concerning the genocide of the combatants for the democracy and the freedom of the Ethiopian people (Afar Liberation Front ).
We ask our Prime Minister and the Minister of Justice to continue near the Ethiopian courts the persons in charge of war crimes and other serious violations of the human rights made in Somaliland in February 1991.
Without a complete and impartial survey carried out by the Ethiopian authorities, with provisions to grant repairs the victims, there exists a real danger that the History is repeated.
The complete absence of political will to require accounts of the persons in charge of homicides blind of more than 70 civilians, constitutes at the same time an obvious treason of the victims and the base of possible and new massacre of civilians in impunity, declare Afar Committee for the Justice off the Crimes Unpunished in its official statement of close in Assayta.
During and after the genocide Afar Committee for the Justice off the Crimes Unpunished inquired into violations of the humane international law – in particular of the crimes of genocide made by current president de Djibouti and his Head of State major (his cousin) Général Zachariyeh against the combatants Ethiopian brothers for the freedom of the Ethiopian people and a.C.J.C.U published its conclusions in three reports/ratios near the Ethiopian authorities.
About the obvious lack of will of all the parts concerned inquiring into these violations, our organization decided to send to an open letter to you Mister the Prime Minister of Ethiopia in order to establish an exhaustive, impartial and independent investigation, equipped with the capacity to inquire into the elements attesting of violations of the international law by the mercenaries of the Djibouti state, by making provisions to grant repairs the victims. However, until now the ministry for Ethiopian Justice did not show the political will to take the necessary measures to open this investigation.
The political considerations partisans and the selectivity of bodies within the ministry of Justice the principal body having authority to decide such measurements without the agreement of the parts concerned – deprived in fact the Ethiopian victims, and others of appeal to justice. He is possible Mister the Prime Minister to create mechanisms to establish the truth in spite of the opposition of some of the parts concerned.
Afar Committee for the Justice off the Crimes Unpunished requires at the Ethiopian state to create a court for all the murders and genocides made by the Djibouti government but continues to underline the urgent need of an overall strategy to treat the crimes of genocide and the attacks with the human rights made in the past current president Ismael Omar Guelleh, including the murdereds made on the road Assab – Addis Ababa last July-August.
By hoping that you will take the necessary measures to restore the right of the victims and to open an investigation for genocide against the Ethiopian citizens, we also consequently ask for occasion of put under sequestration all the goods (money, real estate and other values . ) of Mr Ismael Omar Guelleh and her accomplices whom we will address theirs under confidential folds.
