Des représentants du Gouvernement de la ville d’Elbarde désapprouvent la reddition de certains de leurs soldats à l’administration islamique des régions de Bay et de Bakol. // Government officials disprove that some of their soldiers surrendered to al-Shabab

The government officials in Elbarde town in Bakol region have disproved that some of their soldiers surrendered to the Islamic administration of al-Shabab in Bay and Bakol regions, official told Shabelle radio on Sunday.

Mohamed Mo’allin, a district commissioner of Hudur town of the Somali government who is in parts of Bakol region disproved that some of their soldiers left and surrendered to the Islamic administration of al-Shabab who controls most of Bay and Bakol regions in southern Somalia.

Mr. Mohamed reiterated that there were no soldiers left from them except at least 10 young boys that they permitted them to go and visit their parents in the regions.

Asked about whom they support of the fighting that they are against al-Shabab, he replied that they get support from the transitional government and its ministers.

The statement of the district commissioner of Hudur town of the transitional government Mr. Mohamed Mo’allin comes as more of the government soldiers in Bay and Bakol regions surrendered to the Islamic administration of al-Shabab who controls many parts of the regions.

Sheik Hassan Yacquub, a spokesman of the Islamic administration in Kismayu town in Lower Jubba region has held a press conference in the city on Saturday and welcomed the statement of Osama Bin Laden, the leader of Al Qaeda who urged Somalis to topple their president on Thursday.

Sheik Yacquub said in the press conference that the statement of Osama Bin Laden was a clear message to all the Mujahidin (Islamic fighters) in Somalia saying that Sheik Osama Bin Laden and more other Islamic leaders in the world helped the Somali people as the fighting was continuing in the country.

Asked about Sheik Hassan Dahir Aways’ reaction on the statement of Sheik Osama Bin Laden, he replied that it was not good him to oppose Osama saying that they were in the same list.

Asked about the relation between their administration and Sheik Osama Bin Laden, he said that the relation between them is the Islam and Jihaad (Islamic war) adding that they will continue their contact.

The statement of Sheik Hassan Yacqub the spokesman of the Islamic administration in the port town of Kismayu comes as Clerics and elders in the capital rejected and strongly condemned his statement.

Les notables du Clan Hawiye demandent à l’UA de ne pas envoyer de troupes supplémentaires en Somalie. // Clan elders call for AU not to send extra troops

Hawiye clan elders called for Sunday the African Union not to send extra troops to Somalia and requested Ugandan and Burundian troops to be withdrawn from Somalia.

The spokesman of Hawiye clan elders, Ahmed Dirie Ali said that the people of Mogadishu were sick and tired of foreign troops and did not need them any longer.

Somalia’s foreign minister Mohamed Abdulahi Omaar demanded on Friday extra three battalions from Uganda and Burundi, but his request angered many clerics and intellectuals in Mogadishu.

Some parliamentarians from the Alliance for the Re-liberation of Somalia, the bloc of president Sharif Sheik Ahmed described the demand by the foreign minister as personal.

“We will fight the African troops as we fought the Ethiopian troops who killed our civilians and destroyed our capital city Mogadishu,” Ahmed Derie Ali said.

“The foreign minister can not spare your lives in this country,” he added.

Mohamed Tahlil Warsame, a leader of a newly formed Somali Council called for the government to rescind its demand as soon as possible and give apologize.

“The people who were injured by the foreign troops are still in hospitals and the houses they destroyed have not been rebuilt yet,” said Mr. Warsame.

Somali clerics and elders in Somalia’s capital Mogadishu have strongly condemned Saturday the demand by Somalia’s foreign minister Mohamed Abdulahi Omaar.

Omaar said during speech before the Security Council on Friday it was urgent that extra battalions from AU to be sent to Somalia to bring the AMISOM peacekeepers closer to their target strength of 8,000 and that the domestic joint security force be funded and equipped.

Abdulahi Hassan Abukar known as Abdulahi Dhere, a spokesman for the Hawiye Clan Elders told Shabelle Media that it was a surprising thing about the demand of extra foreign troops and said the speech by the foreign minister was not the interest of the Somali people and called for the minister to rescind it.

“In fact we see the issue of demanding foreign troops as amazing thing, because the current foreign troops have a deadline to leave the country and no extra troops are needed in Somalia. We will fight any one who demands foreign troops as we did before,” said Abdulahi Dhere.

Sheik Ahmed Abdi, a leading member of Somali clerics also condemned and described the demand as a regrettable one.

“We are independent people, so demanding foreign troops is something against our religion and our sovereignty,” said Sheik Ahmed Abdi.

The decision by Somalia’s foreign minister Mohamed Abdulahi Omaar angered many Somalis who live in the capital and still remember the difficulties they met during the two-year occupation of the Ethiopian troops.

Les membres du Conseil de sécurité se félicitent de l’évolution encourageante de la situation politique et des progrès réalisés dans le cadre du processus de paix de Djibouti en Somalie, notamment la création d’un Parlement pleinement représentatif, l’élection du Président Cheik Sharif Cheik Ahmed et la formation ultérieure d’un gouvernement d’unité dirigé par le Premier Ministre Omar Abdirashid Ali Sharmarke.

Les membres du Conseil de sécurité félicitent en outre le Président Ahmed de ses efforts pour aller vers les parties qui n’avaient pas été incluses dans le processus de paix de Djibouti et rétablir la sécurité et la primauté du droit à Mogadiscio et dans le reste du pays. Ils demandent de nouveau le règlement pacifique du conflit somalien, seule façon de parvenir à une paix durable et à une véritable réconciliation, et appellent toutes les parties qui ne l’ont pas encore fait à se rallier au processus politique.

Les membres du Conseil de sécurité félicitent l’AMISOM de son importante contribution aux efforts déployés en vue du retour de la paix et de la stabilité en Somalie et appellent les membres de la communauté internationale à fournir les ressources supplémentaires dont la Mission a besoin pour mieux s’acquitter de son mandat.

Les membres du Conseil de sécurité condamnent dans les termes les plus vigoureux toutes les attaques contre l’AMISOM, y compris l’attaque menée mercredi à Mogadiscio qui a causé la mort d’un soldat de la paix et en a blessé trois autres. Ils expriment leurs condoléances au Gouvernement et au peuple ougandais.

Les membres du Conseil de sécurité se déclarent gravement préoccupés par l’insécurité qui continue de régner dans certaines parties du pays, les violations des droits de l’homme et la précarité de la situation humanitaire. Ils se félicitent du dévouement du personnel humanitaire qui travaille dans des conditions très difficiles pour fournir une assistance au peuple somalien.

Les membres du Conseil de sécurité se déclarent en outre préoccupés par la poursuite des actes de piraterie au large des côtes somaliennes. Ils se félicitent des efforts déployés par le Gouvernement de transition somalien et la communauté internationale pour lutter contre la piraterie tout en réaffirmant qu’il convient d’aborder les causes profondes de la piraterie sur le territoire somalien.

Les membres du Conseil de sécurité expriment leur appui au Gouvernement et au peuple somaliens et encouragent la communauté internationale à fournir un soutien financier et technique au Gouvernement dans ses efforts pour remettre sur pied des institutions essentielles, en particulier dans le domaine de la sécurité et de la primauté du droit, et à renforcer sa capacité de fournir des services de base.

Le Kenya propose au Gouvernement somalien de l’aider à récupérer les taxes et droits de douane à la frontière commune entre les deux pays. // Kenya helps Somalia to collect taxes

Kenya offers to collect taxes for Somalia’s government at their common border, helping the cash-strapped new administration raise revenue.

Kenya’s Foreign Minister, Moses Wetangula, who had put forth the offer earlier, said on Wednesday that ‘for a government to work, it is crucial to collect taxes’.

Following the offer, a deal was signed between the two African states according to which taxes on goods will be collected at Wilson airport as well as the border points of Mandera and Liboi, through revenue officials from Kenya and Somalia.

The move is expected to raise more than USD 160 million a year.

Wetangula said Kenya will also help train Somali civil servants, adding that by helping Somalia’s government raise revenue, the deal would help boost security in the region.

Somalia has not had a functioning national government and has been plagued by fighting, piracy, and humanitarian crises since the 1991 ouster of former dictator Mohammed Siad Barre.

In recent years, ensuing instability, coupled with drought, high food prices as well as the collapse of the local currency have significantly worsened the dire humanitarian situation in the Horn of Africa state.

La Somalie appelle à un déploiement urgent des forces de l’ONU sur son territoire // Somalia asks for quick UN deployment of peacekeepers

The two-month-old Somali government has taken steps to meet benchmarks that would allow the deployment of a UN peacekeeping operation in the troubled land known more for piracy than development, a Somali official said Friday.

Foreign Minister Mohamad Abdullahi Omaar told the UN Security Council in an open session that President Shiekh Shariff Shiekh Ahmed, elected on January 30, has taken security measures and steps to mobilize support for the peace process.

« Today in Somalia, there are no warlords, there are no clan wars, there no political factions holding the country hostage, » Omaar said.

Omaar said some Somali factions still refused to join the government even though the government upholds the Islamic law Sharia as the source of its new constitution under discussion.

Omaar urged the 15-nation council to deploy the peacekeeping mission as his government met a « significant » number of benchmark demanded for such a deployment.

The UN special envoy for Somalia, Ahmedou Ould-Abdallah, said the UN should launch a 100-day assistance programme in the country to help « Somalis reclaim the future of their country. »

Ould-Abdallah said Somalia needs humanitarian assistance more than ever after two decades of conflict. But he said more political and diplomatic efforts are needed to work out a lasting solution.

A UN report released this week said acts of piracy and armed robbery at sea trebled in 2008 with the pirates taking an estimated 30 million dollars in ransom, operating mostly on shipping lanes between the Suez Canal and Indian Ocean.

The International Maritime Bureau recorded 293 acts of piracy in 2008, including 111 which took place off the Somali coast, for a total increase of 200 per cent last year in the Suez Canal-Indian Ocean corridor alone(dpa)

Somalie : La normalisation est possible, selon Ould-Abdallah

La normalisation de la Somalie prendra du temps mais est devenue une possibilité, a déclaré vendredi au Conseil de sécurité de l’ONU le représentant spécial du Secrétaire général Ahmedou Ould-Abdallah.

« Alors que l’élite somalienne – qu’il s’agisse de militaires, de dirigeants religieux, de chefs d’entreprise ou d’intellectuels – porte principalement le blâme de l’effondrement de son pays, la communauté internationale ne peut se détourner de ses responsabilités », a prévenu le représentant spécial.

Selon M. Ould-Abdallah, au cours des 100 prochains jours, la stratégie devrait se limiter à l’emploi, à la rénovation des infrastructures et à l’assistance humanitaire.

« Il s’agit maintenant de convaincre une jeunesse désoeuvrée, livrée à la violence et en quête d’argent facile, que la paix est plus profitable à long terme », a-t-il dit.

M. Ould-Abdallah a rappelé que le pays disposait d’atouts uniques, comme la plus longue bande côtière de toute l’Afrique, qui lui offre un accès à des ressources halieutiques et à des sources d’hydrocarbures considérables.

Le pays possède, en outre, une extraordinaire communauté d’entrepreneurs, et les envois de fonds par la diaspora somalienne se chiffrent à plus d’un milliard de dollars par an. Il faut maintenant mettre ces avantages au service de la paix, de la reconstruction et du développement, a préconisé le Représentant spécial.

Aujourd’hui, a-t-il poursuivi, la légitimité de l’Etat est établie et la légalité des nouvelles institutions est reconnue aux niveaux régional et international, ainsi que par l’immense majorité des Somaliens.

Par ailleurs, après deux décennies de confrontation armée, l’assistance humanitaire est plus nécessaire que jamais, a-t-il ajouté, soulignant cependant que celle-ci ne doit en aucun cas être instrumentalisée par le gouvernement, l ‘opposition ou d’autres entités.

Le représentant spécial a expliqué que la mission de l’Union africaine en Somalie (AMISOM) devrait bénéficier d’un financement crédible, mais aussi d’un soutien sur le plan diplomatique.

A cet égard, dans une déclaration à la presse à l’issue de la séance, le président du Conseil de sécurité a au nom des 15 membres du Conseil exprimé son soutien à l’AMISOM et condamné l’attaque perpétrée à Mogadiscio qui a causé la mort d’un casque bleu et blessé trois autres soldats.
